Let's Learn About Rod

Rod is currently serving on the Spokane Valley City Council, and for four years (2016-19), as Mayor.  During that time, the City of Spokane Valley made significant advances in population growth, regulatory reduction, progress in attracting new business and residents to our City, while ensuring that taxes remained reasonable and stable.  The financial condition of the City has never been better.

Rod and his wife Gloria have been married 50years; 30 of those as Valley residents. Rod is an Army veteran.  They have two adult children; a daughter whose family serves in the Navy, and a son who writes books.  


Rod has a wealth of business experience.  Although now retired, he has been a small business owner, where he operated as a financial consultant, small business board member, and as a principal owner.

He has spent considerable time in natural resource industries; in mining at the executive level and farming as a partner in a 1,000-acre seed farm.

Early in his career, he set out on a course to learn personal financial planning through direct experience. In employment as a stockbroker, bank trust officer, and pension specialist, Rod accumulated a hands-on working knowledge of family and business finances.

As a corporate executive, Rod managed accounting departments, formulated budgets, created financial forecasts, managed human resources, and directed corporate governmental affairs.

Executive Director, International Society of Mine Safety Professionals

Directed the business operations of this association of mine health and safety professionals. Monitored regulatory and legislative issues. Guided the development and operation of the Society’s professional certification program. Secured accreditation for the Society’s professional credential, reconfigured its financial structure, rewrote its bylaws, together with policies and procedures for certification and continuing education. 

Supervisor, Distribution Operations, United States Postal Service 

Supervised dock and parcel post mail operations. Worked successfully with three separate postal unions. Managed receiving dock to ensure that incoming mail was properly accepted, sorted, and dispersed to internal operations for processing. Managed outgoing mail to ensure it was dispatched correctly while meeting strict deadlines. Planned, organized, and conducted classroom instruction on safety and other informational subjects required by the Postal Service for ongoing employee education and compliance with regulatory mandates. 

Human Resources Consultant, Geotemps, Inc.

Provided administrative management, business operation planning, and organization guidance. Consulted on training, employee relations, organizational development, recruitment, staffing, and benefits. Analyzed operational processes and corrected problems in offices experiencing difficulties with administrative procedures and marketing development. Developed a marketing plan for business expansion into the Pacific Northwest. Advised on and participated in public relations events. 

Manager of Administration/Director of Government Affairs, Coeur d' Alene Mines Corporation 

Supervised Human Resource and administrative staff and oversaw HR responsibilities for company operations in the corporate office and operational sites in Nevada, Alaska, Idaho, and New Zealand. Responsibilities included recruiting, staffing, training, employee development, retention, and employee relations. Created and monitored department budgets. Supervised and coordinated employee benefit programs. Created and supervised company incentive awards programs for safety and service. Supervised and administered the company executive compensation program. Supervised and conducted corporate public relations. Planned and executed the company’s public affairs programs addressing legislative issues at the local, state, federal and international levels. Planned and coordinated the company’s involvement in community relations where the company had active operations. Co-produced award-winning TV ads, successful political spots, and effective point-counterpoint advocacy videos for grassroots use. Acted as unofficial chief of staff, coordinating activities and projects of other senior executives. 

Executive Director, Nevada Mining Association 

As Chief Executive Officer: Directed the statewide operations for an industry whose financial success attracted challenges. Organized and guided advisory committees composed of technical professionals from within the industry, working closely with state and federal regulatory bodies on specific problems to find solutions and provide scientifically sound Association positions for regulatory and legislative action. Successfully brought diverse adversarial interest groups to accord on issues regarding mining operational concerns such as wildlife safety, permitting requirements, and taxation. Established productive negotiations and communication channels with the U.S. Forest Service, U.S. Department of Interior, Nevada Departments of Environmental Quality, Wildlife, and Minerals, the Sierra Club, and various other environmental groups. 

As Chief Government Affairs Officer: Successfully conducted a legislative and regulatory program that avoided oppressive additional tax initiatives. Led the industry’s involvement in regulatory formulation, which provided an avenue for reasonable and practical technical input. Conducted focused public relations activities in metropolitan areas where public sentiment impacted mining issues. This program effectively attracted favorable public attention to mining’s involvement in community affairs outside its areas of operation. Developed the highly regarded and often copied Teachers Workshops to instruct teachers about mining and how to use mining examples which we provided in their science, technology, engineering, and math programs. Negotiated a partnership agreement with the Las Vegas school district for creation of science instruction videos using mining examples as teaching points. That curriculum was used statewide.  

Manager of Administration/ Assistant to the COO, Sunshine Mining Company 

Supervised Management Information Systems, Accounting, and Purchasing departments. Reorganized and transformed under-performing accounting and data processing departments into a cohesive and effective information reporting unit. Supervised company planning and budgeting operations. Negotiated operating agreements, managed land purchases, sales, and trades. Facilities manager responsible for risk management, operation, and maintenance. Was "special projects" person, problem-solver, and governmental affairs manager.  Planned and coordinated operating headquarters move to Boise: acquired quarters, organized office layout, decoration, furnishings, telephone system, and office equipment; directed installation of computer system; hired staff. 

Principal/Chief Financial Officer, Sequim Valley Farms, Inc. 

Acquired and managed farmland resources for a 1,000-acre seed farm. Negotiated contracts for seed crops. Secured water rights. Supervised field operations, seed processing, sales and marketing. Conducted economic arrangements including equipment financing, lines of credit and securing foreign markets for our crops. 

Financial Planning Consultant, Self-Employed 

Specialized in personal financial planning and asset management. Managed clients’ real and financial assets and personal financial affairs. 

Trust Branch Manager/Account Executive/Insurance & Retirement Plan Advisor, Pacific National Bank - Merrill Lynch - Safeco 

Planned and conducted business development, supervised trust branch business, managed trustors’ real property and other financial assets, and administered personal and corporate trusts. Regularly conducted seminars on estate and personal financial planning. Marketed stocks, bonds, commodities, mutual funds, life insurance, and retirement plans. Gave classroom instruction on investments and the financial markets through Spokane Falls Community College and Peninsula College.
